The City of Asheville is committed to addressing homelessness as a community effort, and providing resources to help the most vulnerable members of society. The Homeless Strategy Division, under the Community and Economic Development Department, is leading initiatives to implement recommendations from the National Alliance to End Homelessness (NAEH). The City’s priority is to respond to unsheltered homelessness, and they have taken several recent steps to coordinate and facilitate resources.
During extreme cold weather, the City and its partners have established Code Purple, an emergency overflow shelter system for people experiencing homelessness. Participating shelters provide more beds with fewer requirements than their typical programming, and also work with participants to refer them to ongoing shelter and housing options. The City works closely with service providers to develop and fund new shelter and housing capacity.
